1. Unplug the charger unit and the battery
2. Open the case of the laptop
3. You should access the laptop motherboard
4. Check the Vin, the 19Volt rel from the short circuit problems. You can use the multi tester to do this action
5. If you sure that no short circuit indication, now plug the charger to the laptop motherboard.
6. Check the voltage at the charger port of the motherboard. You should see 19V here.
7. Check the voltage at the Vin rel, after the main mosfet. If the voltage here not 19V, maybe 12V or less, this mean that the voltage is drop here, you just need to replace the charger ic ( charger chips )
So, the solution of the toshiba laptop cannot charging and won't turn ON is replace the charger chips or charger IC.
